Position Summary:   

The A220 Minister Delegate/Certifying Staff incumbent is responsible to collect, review and sign aircraft documentation to insure aircraft conforms to Transport Canada Type Design Data and are in a condition for safe operation, pursuant to Bombardier Aerospace Engineering and Quality Assurance standards and procedures for the issuance of Transport Canada Export Airworthiness Certificate per TCCA CAR 509. 

Primary Responsibilities:

Verification of aircraft built to type design: 60%

  • Perform duties as assigned to ensure that aircraft documentation is up to date and the "As-Built" status is in line with the "Target Definition" per type design.
  • This documentation includes (but is not limited to) Constituent Assembly Inspection Reports (CAIR), Aircraft Inspection Reports (AIR), Technical Logbook (TLB), Quality Logbook (QLB).
  • Investigate, solve or justify conformity
  • Manage the resolution of all discrepancies at aircraft level in strong coordination with internal/external contacts (Design Engineering, Manufacturing Engineering, Production, Quality, etc.) for information required in the application form TCCA Form 24-0050. 

Preparation, issuance and recording of aircraft certification: 30%

  • Issue Transport Canada Export Airworthiness Certificate.
  • Transmit files pertaining to Aircraft Certification activities to Transport Canada.
  • Assist FAA Designated Airworthiness Representative (DAR) for the issuance of FAA Certificate of Airworthiness.
  • Report to Transport Canada of Export activities and attend all required TCCA training.
  • Maintain Transport Canada embossing seal and stamps per TCCA regulation.
  • Transmit files pertaining to Aircraft activities to Transport Canada. 

Additional Responsibilities: 10% 

  • Other duties as assigned  

Qualified Experience / Skills / Training:  

Education:

  • Professional education in aeronautical maintenance or engineering. 

Experience:

  • 10 years' plus experience in an aeronautical field (production, maintenance, and engineering)
  • 3 years' of which are practical experience with the respect to Transport Canada airworthiness certification and in regulatory requirements for the FAA. 

Licensure/Certifications:

  • TCCA Aircraft Maintenance Engineer (AME) or
  • FAA Airframe & Powerplant License required. 

Knowledge, Skills, Demonstrated Capabilities:

  • Competency to understand Company conformity attestation processes.
  • Skill and knowledge of Company configuration management rules and Aviation Regulation (TCCA CAR 561 and Company Production Organization Manual).
  • General knowledge of Aeronautical Regulations; Production Organization Approval (POA), preferable TCCA and FAA.
  • General knowledge of Aerospace Industry Standards.
  • Knowledge of Configuration Management Basics.
  • General familiarization of the aircraft and systems.
  • Managing or writing procedural or instructional documentation.
  • Knowledge of Problem Solving Methods (PPS, 5 Why, etc.)
  • Knowledge of aircraft assemblies including nomenclature, serial numbers and other key elements related to aircraft parts.
  • Familiarity with FAL production processes and the timing of activities for planning.
  • Ability to proficiently use computer based programs (SAP, Microsoft EXCEL, etc.).
  • Work under pressure and take sound decisions that will not comprise safety or integrity.
  • Available to work flexible hours.
  • Available to work off shifts when required.
  • Understand the link between Aeronautical Regulations, Industry Standards, and Company Directives & Methods.
  • Understand how Company internal documentation links with the certification of the aircraft.
  • Able to listen and learn.
  • Positive attitude and be able to work well with others.
  • Organized and able to manage large amounts of data in an effective manner.
  • Able to say "no" when necessary.
  • Able to present the work performed to confirm compliance to requirements.
  • Able to demonstrate competencies required to fulfill the assignment.

  • Understand Information Technology Systems and their interfaces with one another.

  • Able to read, write and speak English proficiently.
  • Able to read, write or speak a second language is preferred.
  • Able to effectively communicate complex issues to target audiences and coordinate actions that lead to proper resolutions. 

Technical Systems Proficiency:

  • Soft computer skills proficient Microsoft programs such as Microsoft Word, Excel, PowerPoint, Outlook; SAP; Internet Explorer; etc. and / or GSuite. 

Travel Required:

  • 10% Domestic and International

Organizational information:

  • This position will report directly to A220 Head of Quality Assurance and Transport Canada. 

Job Dimensions, Contributions to Success: 

  • This position is crucial in receiving the certification approval from TCCA to hand the aircraft over to the client.  

Nature of Contacts:

  • In contact with the Operation, Quality Operation, Quality Assurance, and Transport Canada. 

Physical Requirements:

  • Vision: adequate to enter and read material on computer screens. Able to identify individuals to initiate greetings, the giving of directions and other business interactions
  • Hearing: able to hear sufficiently to engage in conversation in office settings Able to hear safety alerts and warning signals.
  • Speaking: able to engage in conversations in person and via electronic means and deliver information to groups of varying size with or without amplification.
  • Equipment Operation: Able to operate a wide range of tools and equipment including hydraulic lifts and arms.
  • Carrying: able to occasionally carry up to 20lbs/9kg which engaging in training, addressing production issues or as part of continuous improvement projects.
  • Lifting: able to occasionally lift up to 30lbs/14kg.
  • Pushing/Pulling: able to push/pull items in office areas and on shop floor.
  • Sitting: able to sit for extended periods of time at computer and in meetings.
  • Squatting/Kneeling: able to occasionally squat or kneel to retrieve or replace items shelved on bottom shelves.
  • Standing: able to stand for extended periods of time delivering information.
  • Travel/Mobility: able to travel overseas and domestically sometimes for extended periods of time and on short notice.
  • Able to work outside hangers in changing locations. Able to work on movable lifts at the aircraft at a height of approximately 40 ft. 
  • Walking: able to walk through office and production areas, around flight line and airstrips and sometimes on uneven indoor or outdoor surfaces other business interactions.
